The Punjab State Power Corporation Limited (PSPCL), on October 3, 2025, issued a clarification regarding the Unauthorized Use of Electricity (UUE) in cases of unauthorized increase in load or demand. This clarification follows Commercial Circular No. 50/2024, which had earlier outlined the procedure for assessing UUE in such cases. The latest memo elaborates on the adjustment of electricity charges, government subsidy, and demand surcharge during the presumptive assessment period under the Supply Code-2024.
According to Regulation 49(3)(vii) of the Supply Code-2024, any electricity charges already paid by the consumer during the presumptive assessment period must be adjusted in the total assessed UUE charges. Similarly, government subsidies applicable to that period are also to be adjusted. Furthermore, the earlier instruction in Circular 50/2024—which excluded adjustment of paid demand surcharge—has now been revised to allow adjustment of demand surcharge paid during the period of assessment in accordance with the same regulation.
The memo provides an illustration clarifying how adjustments should be made month-wise in scenarios involving repeated instances of excess demand. It also specifies that, in case of any inconsistency, the provisions of the Supply Code-2024 (as amended) and Electricity Supply Instructions Manual (ESIM) 2018 will prevail. Field officers have been directed to ensure meticulous compliance with these instructions.
